DICT eLGU Region 8 Team Spearheads Digital Transformation for LGUs Allen and Capul, Northern Samar
From February 26 to 27, 2026, the DICT eLGU Region 8 Team, led by Engr. Ricky B. Biñar, conducted a series of strategic technical assessments across the province of Northern Samar.
The team facilitated a comprehensive Digital E-Readiness Survey and Onsite Validation for 𝐋𝐆𝐔 𝐂𝐚𝐩𝐮𝐥, 𝐍𝐨𝐫𝐭𝐡𝐞𝐫𝐧 𝐒𝐚𝐦𝐚𝐫. This initial diagnostic phase was designed to evaluate the municipality’s ICT infrastructure, hardware capabilities, and personnel readiness to support the automation of frontline services.
The eLGU team conducted a follow-up validation for 𝐋𝐆𝐔 𝐀𝐥𝐥𝐞𝐧, 𝐍𝐨𝐫𝐭𝐡𝐞𝐫𝐧 𝐒𝐚𝐦𝐚𝐫. This second visit was specifically aimed at verifying the LGU’s adherence to the technical recommendations provided during the previous assessment, ensuring that all necessary ICT prerequisites have been met for full system integration.
The validation is a foundational requirement for the automation of essential frontline services, specifically targeting the digital transformation of: Business Permits and Licensing, Community Tax Certificates (Cedula), Civil Registry Documents.
DICT Region 8 remains dedicated to providing the necessary technical oversight to streamline public service delivery and enhance local governance through innovative digital solutions.
