The ICT Literacy and Competency Development Bureau (ILCDB) is the DICT unit responsible for designing, implementing, and overseeing the department’s portfolio of digital skills and ICT competency programs for the Filipino workforce. ILCDB programs span a broad spectrum of digital disciplines — including cybersecurity awareness, cloud computing fundamentals, digital entrepreneurship, e-commerce enablement, and other technology-driven competencies — tailored for diverse beneficiary groups such as MSME owners, employed workers seeking to upskill, government personnel, and individuals entering the digital workforce for the first time.
By centralizing and coordinating DICT’s digital literacy and workforce competency initiatives under a dedicated bureau, ILCDB ensures consistency, quality, and strategic alignment across all training programs delivered by the department.
