The Free Technical-Vocational Education and Training (TVET) Program is a government initiative under Republic Act 10931, or the Universal Access to Quality Tertiary Education Act (UAQTE), implemented by the Technical Education and Skills Development Authority (TESDA). It provides fully subsidized enrollment to qualified Filipino citizens in registered TVET institutions across the country — covering tuition and other mandatory fees — making skills-based education accessible to all, regardless of economic standing.
Through this program, enrollees can choose from a broad range of accredited courses in fields such as construction, information technology, agriculture, tourism, health services, and more. Completers are assessed for National Certificates (NC) aligned with the Philippine Qualifications Framework (PQF), equipping them with industry-recognized credentials. The Free TVET Program serves as a stepping stone for Filipinos seeking better employment opportunities, livelihood options, or pathways to entrepreneurship — strengthening the country’s workforce from the ground up.
