The ICT Literacy and Competency Development Bureau (ILCDB) is the DICT unit responsible for designing, implementing, and overseeing the department’s portfolio of digital skills and ICT competency programs for the Filipino workforce. By removing the cost barrier of internet access, the program enables job seekers to browse online job portals such as PhilJobNet, submit job applications, attend virtual interviews, and access digital training resources that would otherwise be out of reach for those who cannot afford private internet subscriptions.

The Free Wi-Fi for All Program directly supports the government’s labor and employment agenda by ensuring that digital employment services, scholarship applications, and online livelihood programs are accessible to the broadest possible segment of the population — not just those with the means to pay for connectivity. Digital Transformation Centers (DTCs) are DICT-operated regional and provincial facilities that serve as dedicated hubs for ICT training, digital upskilling workshops, and technology-related workforce development activities. Strategically located across the country to ensure geographic accessibility, DTCs provide individuals, workers, government employees, and MSME owners with access to structured digital skills programs, hands-on technology training, and expert guidance on leveraging digital tools for employment and business growth — all within a professionally equipped learning environment.

DTCs work in close coordination with local government units, higher education institutions, industry partners, and other DICT programs to deliver training that is responsive to the specific digital skills needs of their respective regions. By serving as permanent, institutionalized centers for digital learning and transformation at the regional level, DTCs complement the community-level reach of Tech4ED Centers and provide a more advanced training environment for learners seeking deeper or more specialized ICT competencies. Together, these centers form a nationwide network of digital capability-building infrastructure that supports DICT’s mandate of developing a competitive and future-ready Filipino digital workforce.

Tech4ED Centers are DICT-established community technology hubs that provide Filipinos — particularly those in underserved and geographically isolated areas — with access to ICT infrastructure, digital literacy training, and a range of employment and livelihood support services. With over 219 centers operating nationwide, Tech4ED serves as a physical bridge between communities and the digital economy, offering internet connectivity, computer access, and structured training programs in digital skills, online entrepreneurship, and e-government services in spaces that are free and open to the public.

Beyond connectivity and training, Tech4ED Centers also serve as local delivery points for various government digital services and employment assistance programs, often working in coordination with PESO offices and other partner agencies to provide job referrals, livelihood coaching, and access to online job portals. For many Filipinos in rural and remote communities where private internet infrastructure is limited or unaffordable, Tech4ED Centers represent their primary — and sometimes only — point of access to the digital tools and skills that are increasingly essential for economic participation. Project CLICK, or Cybersafety and Literacy for ICT Knowledge, is a DICT initiative aimed at building the digital safety awareness and foundational ICT literacy of students and young Filipinos. The program covers essential topics including online safety practices, recognition and avoidance of cyber threats such as phishing, cyberbullying, and online scams, responsible use of social media, data privacy awareness, and basic digital competencies that prepare young learners for participation in the digital environment — both as informed citizens and as future members of the digital workforce.
