Rising from hardship: DOLE-AMP turned the tide for Naval’s TJ Bread Haus & Café

The post-pandemic business environment tested the resilience of many local enterprises, and TJ Bread Haus & Café was no exception. Owned by Mr. Bernard T. Pastor and supported by a dedicated team of 14 employees, the bakeshop in Naval, Biliran, found itself facing difficult challenges that threatened not only its operations but also the livelihood of its workers.
With limited financial resources to purchase raw materials and meet payroll requirements, coupled with the growing competition in the local market, the enterprise was struggling to stay afloat. The situation placed the business in a difficult position, with the possibility of reducing its workforce becoming an increasingly pressing concern.
A turning point came when Pastor learned about the Adjustment Measures Program (AMP) of the Department of Labor and Employment (DOLE), a program that provides assistance to enterprises affected by economic disruptions and helps them sustain their operations and preserve jobs.
Determined to keep his business and his employees—moving forward, Pastor applied for assistance and was granted ₱435,000.00 through the DOLE-Biliran Field Office (DOLE-BFO) on May 1, 2026, in Tacloban City, Leyte.
For TJ Bread Haus & Café, the assistance became more than just financial support—it became an opportunity to rebuild, improve, and move forward.
With the grant, the enterprise invested in essential production equipment, including a chiller, an aluminum bread display stand, a rotating oven, a spiral mixer, and two custom-fabricated machines. These investments helped streamline the bakeshop’s operations, improve production efficiency, and increase its capacity to meet customer demand.
The upgrades also opened new possibilities for the business. TJ Bread Haus & Café was able to expand its product offerings to include decorative cakes, giving the enterprise an added edge in a competitive market. As a result, its monthly income increased to approximately ₱900,000.00, nearly doubling its previous earnings.
For the 14 employees of TJ Bread Haus & Café, the impact went beyond improved business performance. The assistance helped the enterprise sustain jobs and provided workers with a more stable and productive workplace.
For employees like Reynalyn M. Rabadon, the continued operation of the bakeshop means continued work, income, and an opportunity to build a more secure future.
TJ Bread Haus & Café’s journey demonstrates how timely and targeted government assistance can help an enterprise weather economic difficulties while protecting the livelihoods of its workers. From facing the possibility of workforce reduction, the bakeshop has found renewed momentum—turning a period of uncertainty into an opportunity for growth.
The story reflects the Department’s continuing commitment, under the leadership of Secretary Francis N. Tolentino, to strengthen support for workers and enterprises, help cushion the impact of economic disruptions, preserve employment, enhance enterprise viability, and promote sustainable and decent work opportunities across the region.
